Though this is not acceptable, it remained as an evil practice, and it is obviously one of the reasons why crime is rampant in every society. The sad fact is, people cannot do something to change such evil ways. It is up to the government to have honest and integrity and to impose laws beneficial to the public. A good governance requires good leadership, it is not enough that a leader should possess brilliance and intelligence but also his comradeship to his fellowmen.
